Vietnam’s Ministry of Public Security Takes Over Key Immigration Functions

Vietnam has officially entered a new phase of administrative restructuring aimed at simplifying procedures and improving coordination between government agencies. Effective from March 1st, 2025, the Ministry of Public Security (MPS) has been assigned five major new responsibilities, many of which are directly relevant to expatriates, international businesses, and frequent travelers.

1. Issuance of Criminal Record Certificates

Previously managed by the Ministry of Justice, criminal background certificates – often required for visa extensions, work permits, and job applications – are now handled by the MPS. A new online platform is being developed to make this service more accessible and completely free of charge.

2. Aviation Security

Airport and in-flight security responsibilities have been transferred from the Ministry of Transport to the MPS. This move aims to enhance coordination between immigration officers and law enforcement, particularly during identity checks and airport control procedures.

3. Cybersecurity Oversight

The MPS now oversees cybersecurity, data protection, and anti-cybercrime operations, previously managed by the Ministry of Information and Communications. This reflects a growing effort by the government to strengthen online security and monitor digital activity more closely.

4. Driving License Management

The process of driver’s license testing and issuance has been reassigned to the traffic police under the MPS. Citizens and residents will soon be able to apply and take driving tests directly at the communal level, improving accessibility but also changing the traditional procedures.

5. Drug Rehabilitation Programs

In a significant shift, the MPS has taken over post-treatment addiction management, previously under the Ministry of Labour and Social Affairs. The goal is to improve tracking, support services, and safety within rehabilitation centers and aftercare programs.
